Comprehensive Fire Safety, Life Safety and HSE Audit and Design Consultancy for Healthcare and Allied Establishments

The Ministry of National Health Services, Regulations & Coordination invites Expressions of Interest for a consultancy firm or joint venture to provide comprehensive fire safety, life safety and HSE audit, and design consultancy for healthcare and allied establishments under the administrative control of the Ministry at Islamabad and Rawalpindi. Items being procured: - Fire Fighting and Fire Alarm Safety Systems - Biomedical Equipment - HVAC Systems - Infrastructural and External Works - Modular Operation Theatres and Intensive Care Units The scope includes fire detection and addressable alarm systems, fire water storage and pumping, fire hydrants, automatic sprinklers, hose reels, portable extinguishers, smoke control, emergency lighting, electrical fire hazard control, biomedical equipment assessment and maintenance planning, heating, ventilation and air-conditioning for healthcare occupancies, civil, structural, electrical, plumbing, medical gas and vacuum systems, lifts, water supply, drainage, roads, pathways, parking, fire tender access, accessibility, and functional planning and design of modular operation theatres and intensive care units including cleanroom ceiling systems, HEPA filtration, medical gas pendants, isolated power supply, nurse call and construction phasing. Eligibility requires firms to be registered with Pakistan Engineering Council in relevant categories, hold active NTN and Sales Tax registration, have minimum five years relevant experience, possess specialist discipline strength, audited financial capacity for last three years, and not be blacklisted or debarred by any authority. Submission deadline is 1500 hours on Monday, 5th October 2026. Profiles must be submitted in one sealed envelope clearly marked 'EXPRESSION OF INTEREST – FIRE SAFETY, LIFE SAFETY AND HSE AUDIT CONSULTANCY' by post, courier, by hand, or email to js.admin@nhsrc.gov.pk at the Ministry's address in Islamabad. This notice does not require bid security or financial proposal at this stage. Firms may apply for one or more components alone or as joint ventures. Evaluation will be based on submitted profiles with shortlisted firms invited for technical and financial proposals.
