Consultancy Services for Feasibility and Transaction Advisory for Education City Project STZ

The Education City Project under the Investment Department, Government of Sindh, invites Expressions of Interest (EOI) from reputable consultancy firms or joint ventures for the provision of feasibility and transaction advisory services for the Education City Special Technology Zone (STZ) project. This is a significant opportunity for experienced consultants to participate in a high-profile initiative aimed at developing a world-class education and technology hub in Karachi. Items being procured: - Consultancy services for preparation of feasibility study and transaction advisory for Education City STZ, including development of a Detailed Conceptual Study (DCS), EPC structuring, and transaction advisory under PPP/BOOT/BOO models. The technical scope includes conducting a comprehensive feasibility study, preparing a detailed conceptual study, and providing transaction advisory services for the structuring and implementation of the Education City STZ project. The selected consultant will be responsible for advising on the most suitable PPP model, preparing bid documents, and supporting the department throughout the procurement process. Firms with prior experience in large-scale education, technology, or infrastructure projects, especially under PPP frameworks, are encouraged to apply. Interested firms must submit their EOIs along with relevant credentials, experience details, and proof of registration with relevant authorities. Firms should be registered with FBR and appear on the Active Taxpayers List (ATL). Earnest Money or CDR requirements, if any, will be communicated at the RFP stage.
