Expression of Interest for Comprehensive Fire Safety, Life Safety and HSE Audit and Design Consultancy for Healthcare Establishments

The Ministry of National Health Services, Regulations & Coordination invites Expressions of Interest from qualified consultancy firms for a comprehensive fire safety, life safety and HSE audit and design consultancy for healthcare and allied establishments under its administrative control in Islamabad and Rawalpindi. This consultancy includes auditing fire fighting and fire alarm safety systems, biomedical equipment assessment, HVAC systems, infrastructural and external works, and modular operation theatres and intensive care units design. Items being procured: - Fire Fighting and Fire Alarm Safety Systems - Biomedical Equipment Assessment and Planning - HVAC Systems Design and Load Calculations - Civil, Structural, Electrical, Plumbing, Medical Gas and Vacuum Systems - Modular Operation Theatres and Intensive Care Units Functional Planning The scope covers hospitals, primary healthcare units, medical and regulatory councils, institutes, laboratories, and offices. Eligible firms must be registered legal entities in Pakistan with valid PEC registration in relevant categories, active NTN and Sales Tax registration, and be on the Active Taxpayers List. Firms should have at least five years of relevant experience with completed assignments of similar nature, and possess qualified specialist disciplines including fire protection, biomedical, mechanical/HVAC, civil/structural, electrical engineering, and healthcare planning. Financial capacity must be demonstrated through audited accounts for the last three financial years. Blacklisted or debarred firms are not eligible. Submission requires a detailed firm profile including company registration, PEC certificate, tax documents, component application details, list of similar assignments with verification contacts, staff CVs, audited financial statements, and an affidavit of non-blacklisting. Profiles must be submitted in a sealed envelope marked 'EXPRESSION OF INTEREST – FIRE SAFETY, LIFE SAFETY AND HSE AUDIT CONSULTANCY' by 1500 hours on Monday, 5th October, 2026. Submission can be made by post, courier, hand delivery, or email to js.admin@nhsrc.gov.pk. This is not a bidding notice; no bid security or financial proposal is required at this stage. The procurement will proceed by negotiated tendering due to urgency. Firms are advised to carefully prepare their profiles to meet all eligibility criteria.
