Construction of 2x3 Duct Line with Manholes from Sari Nagar Highway to I&T Center (Part-IV) under Deposit Head

The Islamabad Electric Supply Company Limited (IESCO) (Village Electrification Cell) invites sealed bids from eligible contractors for the construction of a 2x3 duct line with manholes from Sari Nagar Highway to I&T Center (Part-IV) under deposit head. This project is to be executed under the jurisdiction of the Construction Division IESCO Islamabad. The procurement is planned for the financial year 2026-27 with an estimated cost of **Rs. 14,182,253**. The scope includes excavation in shingle and gravel, very hard soil, providing and laying joints and testing of AC Pipe class B 125mm I/Dia, cement concrete plain in various mixes, dismantling cement concrete, brickwork, cement plaster, erection and removal of centring for RCC or plain cement concrete work, reinforced cement concrete work, supplying and fabrication of intermediate grade deformed reinforcement, providing angles, laying PVC class-B pipe line, and conducting horizontal boring for 6" MM I/Dia. Items being procured: - Excavation in shingle and gravel (206 Cum) - Excavation in very hard soil (1805 Cum) - Providing & laying joints and testing of AC Pipe class B 125mm I/Dia (3775 Mtr) - Cement concrete plain 1:2:4 (44 Cum) - Cement concrete plain 1:3:6 (223 Cum) - Cement concrete plain 1:4:8 (51 Cum) - Dismantling cement concrete plain 1:2:4 (50 Cum) - Brickwork other than building including striking of joints up to 3.00 Mtr height (86 Cum) - Cement plaster (1:3) upto 1st Floor height 13 mm (209 Sqm) - Erection & removal of centring for RCC or plain cement concrete work (869 Sqm) - Reinforced cement concrete work (55 Cum) - Supplying and fabrication of intermediate grade deformed reinforcement (7877 KG) - Providing angles (0.805 Ton) - Laying PVC class-B pipe line 125 mm (5" dia) (30 Mtr) - Conducting horizontal boring for 6" MM I/Dia (30 Mtr) The contract requires bidders to be registered with Pakistan Engineering Council (PEC) under specialized codes EE-04, EE-05, CE-10, and have valid registration with FBR, Punjab Revenue Authority, and NTDC Lahore. Bidders must demonstrate financial capability with audited financial statements showing net worth, cash flow, and average annual turnover meeting specified thresholds. Experience in similar works with DISCOs or government/semi-government organizations is mandatory. Joint ventures are allowed with specific conditions including joint bank accounts and registration on EPADS. The bidding process will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 portal. Bids must be submitted online by **October 7, 2026, 09:30 AM** and will be opened the same day at 10:00 AM. Manual bids will not be accepted. A bid security of 2% of the BOQ cost in the form of CDR, Pay Order, or Bank Guarantee is required and must be submitted physically before bid opening. The successful bidder will be required to furnish a performance guarantee of 5% of the contract price. The work will be executed in Islamabad under the supervision of IESCO (Village Electrification Cell).
