Construction of Auditorium Hall and Lecture Theaters Building at TSG Training Centre Lahore on EPC Basis

The National Grid Company of Pakistan (NGC) invites sealed bids for the construction of a modern Auditorium Hall and Lecture Theaters Building at the TSG Training Centre, Lahore, on an Engineering, Procurement & Construction (EPC) turnkey basis. This project involves the complete design, engineering, procurement, construction, testing, commissioning, and handover of a state-of-the-art training facility comprising one auditorium hall with approximately 250 seating capacity and two lecture theaters each seating about 40 persons. The scope includes architectural, structural, mechanical, electrical, plumbing (MEP), HVAC, fire protection, ICT, audio-visual systems, interior works, furniture, external development, utilities, landscaping, and all ancillary facilities necessary for full operation. Items being procured: - Construction of Auditorium Hall and Lecture Theaters Building - Architectural and structural works - Mechanical, Electrical, Plumbing (MEP) including HVAC - Fire detection and firefighting systems - ICT infrastructure including CCTV, audio-visual, LED video wall, stage lighting, sound system - Furniture including premium auditorium seating, lecture chairs, podiums - External electrification including LESCO connection, transformer, standby diesel generator - Water supply, sewerage and drainage systems - Landscaping and external development works The contractor is responsible for detailed soil investigation, complete engineering design, statutory approvals, procurement of all materials and equipment, and ensuring compliance with applicable Pakistani laws, PEC regulations, National Building Code, NEECA ECBC-2023, NFPA, ASHRAE, and other relevant standards. Bidders must be PEC licensed in appropriate categories, registered on the Active Taxpayers List, and not blacklisted. Bid security of PKR 5 million is required. Bids must be submitted through e-PADS portal by 29-09-2026 11:00 AM PST, with original bid security submitted before closing. Technical bids will be opened the same day at 11:30 AM PST. The project site is located at TSG Training Centre, 220 kV New Kot Lakhpat Grid Station, Lahore. The contractor shall ensure uninterrupted operation of existing facilities during construction. The contract includes a 550-day completion period from commencement. The contractor shall provide operation and maintenance manuals, training, and defect liability services.
