Construction of 1 x B-4 Type House Islamabad, Facilities at MES Complex Chaklala, Fire Alarm & Fire Fighting System at PAC Kamra

The Military Engineer Services (MES) invites applications along with credentials from firms and contractors for pre-qualification and issuance of tender documents for important construction and installation works in Islamabad and Kamra. The works include the construction of a B-4 type house at Defence Complex Islamabad, provision of certain facilities at MES Complex Chaklala, and installation of a fire alarm and fire fighting system for the F-100 Engine Hangar in MRF Tech Area PAC Kamra. Items being procured: - Construction of 1 x B-4 Type House (68/231) Islamabad at Defence Complex Islamabad - Provision of Certain Facilities at MES Complex Chaklala - Provision of Fire Alarm & Fire Fighting System for F-100 Engine Hangar in MRF Tech Area PAC Kamra Firms must provide details including work order locations and pictures of completed projects with satisfactory completion certificates. Eligible firms should have experience in construction, electrical, mechanical, and fire fighting works and be registered with PEC in the relevant field. Pre-qualification requires submission of PEC registration, NTN certificate, and income tax returns for the last three years. Eligibility criteria include PEC enlistment in categories C-2, C-3, C-4, C-5 valid up to June 2026, preferably MES enlistment in categories A, B, C (non-enlisted firms must provide 2% refundable bid security), and pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi. No outstanding DI&E recoveries or special reports are allowed. Tenders will be issued only to pre-qualified firms and must be received at HQ DW&CE (DP) GHQ Rawalpindi by 1130 hours on 11 September 2026. Opening of tenders will be at 1200 hours the same day. Incomplete applications will not be entertained. The accepting office reserves the right to reject any or all applications under para-33 of PRA rules 2004. Bidders are advised to carefully prepare their credentials and ensure timely submission to avoid disqualification.
