Construction of Barrack Accommodation for 128 ASF Personnel at Skardu International Airport

The Pakistan Airports Authority (Pakistan Airports Authority) invites sealed bids from eligible bidders for the construction of barrack accommodation for 128 ASF personnel at Skardu International Airport, Gilgit-Baltistan. This procurement is planned for the financial year 2026-27 and will be executed under a National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique. Items being procured: - Excavation and earthworks for foundations and trenches - Cement concrete works including 1:4:8 and RCC with reinforcement - Masonry works with machine made concrete blocks - Structural steel works including steel doors, windows, and railings - Finishing works including plaster, painting, tiles, and flooring - Plumbing and sanitary installations including W.C. pans, basins, pipes, valves, and fittings - Electrical and mechanical works including wiring, lighting, switchgear, transformers, and HVAC equipment - Construction of soakage pits and septic tanks The scope includes detailed architectural, structural, plumbing, and electrical design, preparation of shop and as-built drawings, and full execution of civil, electrical, and mechanical works as per specifications and drawings. The contractor must be registered with PEC in category C-4 or above with relevant specialization codes and have proven experience in RCC frame structure building projects of at least PKR 160 million completed in the last 5 years. Bidders must be registered with FBR and provide audited financial statements for the last three years demonstrating financial soundness with an average annual turnover exceeding PKR 200 million and working capital of at least PKR 50 million. Joint ventures are allowed with a maximum of three members. The contract duration is 600 days with a bid validity of 120 days. Bids must be submitted electronically via EPADS v2.0 portal by 5 October 2026 at 11:00 AM. Original bid security must be submitted physically before bid opening. Technical and financial bids will be opened online on the same day at 11:30 AM. Manual bids will not be entertained. The contract requires a 5% performance guarantee and adherence to CAA's HSE manual and safety regulations. The contractor shall provide office equipment and transport facilities for the employer during the contract period. Payment will be made in PKR within 56 days of certification with applicable interest on delayed payments.
