Construction of Double Storey Office Building and Carpet Road at Eden Abad, Lahore by Lahore Electric Supply Company LESCO

The Lahore Electric Supply Company LESCO invites sealed bids from eligible and qualified bidders for the construction of a double storey office building for Manager Technical (M&T) East, Deputy Manager Technical (M&T) Southern, and the construction of a carpet road at Eden Abad, Lahore. This procurement is planned for the financial year 2026-27 and is referenced as P83818. The project is located at 132 kV Grid Station Old Kot Lakhpat, Lahore, Model Town, Lahore District, Punjab Province. Items being procured: - Construction of Double Storey Office Building for Manager Technical (M&T) East and Deputy Manager Technical (M&T) Southern - Construction of Carpet Road at Eden Abad, Lahore The scope includes jungle clearance, excavation, termite proofing, cement concrete works, brickwork, damp proof courses, flooring with granite and marble tiles, plastering, aluminum and steel windows and doors, painting, electrical wiring and fittings, plumbing including water closets, wash basins, valves, and water supply pipelines, fabrication and installation of car shed, turfing, and other related civil and electrical works. The detailed bill of quantities includes over 120 line items covering all aspects of construction and finishing works. Eligibility criteria require bidders to have PEC licenses for 2026-27 in CE-01 & CE-10 Technical Categories and C-4 or above Financial Category, with at least 5 years of general construction experience. Bidders must have completed at least three contracts each valued at not less than PKR 65 million and have a minimum average annual turnover of PKR 135 million over the last three financial years. A qualified Civil Engineer with PEC registration and a Sub-Engineer with a Diploma of Associate Engineer in Civil must be provided. The bidding process uses a Single Stage One Envelope method with Least Cost Based Selection (LCBS). Bids must be submitted electronically via EPADS v2.0 by Thursday, August 27, 2026, at 11:00 AM, with bid opening at 11:30 AM the same day. Manual submissions are not accepted. Bid security of Rs. 4,500,000 is required in the form of Pay Order, Call at Deposit, or Bank Guarantee. The contract duration is 365 days from the date of commencement. Liquidated damages of 0.1% per day apply for delays, capped at 10% of the contract price. A performance guarantee of 10% of the contract price is required. Payment will be made in Pakistani Rupees against actual work done as per invoices submitted.
