Rehabilitation of Damaged Main Road-C at OPF Housing Scheme, Zone-V, Islamabad

The Overseas Pakistanis Foundation (OPF) invites electronic bids for the Rehabilitation of Damaged Main Road-C at OPF Housing Scheme, Zone-V, Islamabad. This procurement is for civil works under National Single Stage-Two Envelope procedure using Least Cost Based Selection (LCBS) technique for FY 2026-27. The project involves extensive road rehabilitation including excavation, embankment formation, granular backfilling, subgrade preparation, sub-base and base course laying, prime and tack coats, asphaltic base and carpeting, kerb stone installation, and catch water drains construction. Items being procured: - Excavation in shingle or gravel formation (356,420 Cft) - Embankments formation (125,000 Cft) - Granular backfilling (140,400 Cft) - Subgrade preparation (12,000 Cft) - Sub base course (6,000 Cft) - Aggregate base course (12,000 Cft) - Prime coat application (12,000 Sft) - Asphaltic base 2" thick (12,000 Sft) - Tack coat application (12,000 Sft) - Carpeting/Premix 2" thick (12,000 Sft) - Kerb stone precast installation (1,500 Rft) - Catch water drains RCC and reinforcement (2,600 Cft and 5.78 Ton) - Cement concrete for catch water drains (500 Cft) - Preliminaries including temporary works and dewatering The scope covers all materials, equipment, and workmanship as per detailed BOQ and specifications. Eligible bidders must have valid PEC license category C-5 or above with codes CE-01, CE-02, CE-09, and comply with FBR/NTN registration. The contract duration is 150 days with commencement 28 days after award. Bids must be submitted electronically via EPADS v2.0 portal by 22 October 2026 at 12:00 PM. Technical bids will be opened the same day at 12:30 PM. Manual bids are not accepted. Earnest money or bid securing declaration is required as per bidding documents.
