Construction of Down Syndrome and Neurodiversity Rehabilitation Centre at Karachi

The Education Works Division Korangi Karachi, under the Department of Empowerment of Persons with Disabilities, invites bids for the construction of the Down Syndrome and Neurodiversity Rehabilitation Centre at Karachi (ADP No.243 of 2026-27). This project involves comprehensive civil, woodwork, flooring, false ceiling, compound wall, water supply, and sanitary works. Items being procured: - Excavation in foundation of building, bridges & other structures - Pavement of 8" deep stone sets chisel dressed set in lime mortar - Reinforced cement concrete work in roof slab, beams, columns, rafts, liftels - Fabrication of deformed steel reinforcement - Erection and removal of centering for RCC or plain cement concrete works - Cement concrete plain 1:3:6 - Vertical damp proof course of 3/4" thick cement plaster with bitumen - Damp proof course with cement sand and shingle concrete - Providing & laying 2mm thick grip PVC waterproofing membrane - Filling, watering & ramming earth in under floor - Cement plaster 1:4 upto 12' height - Masonry work with cement concrete solid blocks - Providing and fixing GI frames/chowkhats for doors and windows - Providing and fixing UPVC channels framing for sliding windows and doors - Providing & laying full body porcelain tiles flooring - Providing and fixing wooden doors, windows, false ceiling, stair railing - Anti-termite treatment - Painting and distempering works - Plumbing and sanitary fittings including WC pans, wash basins, CI pipes, valves, manholes, and water tanks The technical scope covers all materials, workmanship, and site works as per PWD specifications and CSR-2024 standards. The project duration is 24 months with an estimated cost of Rs. 97.428 Million. Bidders must be registered with Pakistan Engineering Council in relevant categories, have valid FBR and SRB registration, and demonstrate experience in similar works. Earnest Money of Rs. 4.85 Million and a tender fee of Rs. 5,000 are required. Bids must be submitted via the EPAD portal in separate technical and financial envelopes by 05 October 2026 at 11:00 AM, with bid opening at 11:30 AM the same day at the office of the Executive Engineer, Education Works District Korangi Karachi. A practical tip for bidders: Ensure all mandatory eligibility documents including valid PEC registration, FBR/SRB certificates, ISO certifications, and proof of similar work experience are complete and verifiable to avoid disqualification.
