Construction of Government Special Education & Rehabilitation Centre at Bin Qasim Town Karachi Malir (Main Building & Compound Wall)

The Department of Empowerment of Persons with Disabilities invites bids for the construction of the Government Special Education & Rehabilitation Centre located at Bin Qasim Town, District Karachi Malir. This project includes the construction of the main building and compound wall as part of ADP No. 228 of 2026-27. Items being procured: - Excavation in foundation of building, bridges & other structures including degbelling, dressing, refilling around structure - Pavement of 8" deep stone sets chisel dressed set in lime mortar - Cement concrete brick or stone ballast 1:4:8 for plinth beam - Reinforced cement concrete work including roof slab, beams, columns, rafts - Fabrication of deformed steel reinforcement including cutting, bending, binding - Erection & removal of centering for RCC or plain CC work - Cement concrete plain 1:3:6 including placing, compacting, finishing and curing - Vertical damp proof course of 3/4" thick cement plaster 1:2 with bitumen - Damp proof course with cement sand and shingle concrete 1:2:4 including asphaltic mixture - Filling, watering & ramming earth in under floor with surplus and new earth - Masonry work with cement concrete solid blocks in plinth, foundation and walls - Providing and fixing G.I frames/choukhats for doors - Applying floating coat of cement 1/3 2" thick - Cement plaster 1:4 upto 12' height - Laying 2" thick topping cement concrete 1:2:4 with surface finishing - Providing & laying 2mm thick grip PVC waterproofing membrane over roof - Laying Verona marble flooring and glazed tiles - Providing and fixing marble tiles for dado skirting and facing - Providing stainless steel nickel coated staircase railing - Anti-termite treatment post construction - Painting and finishing works including weather coat and rock wall coating - Providing and fixing UPVC channels framing for doors and windows - Providing and fixing iron steel grills, gates, and steel grated doors - Plumbing and sanitary fittings including W.C. pans, wash basins, soil and vent pipes, floor traps, bib cocks, stop cocks, valves, towel rails, mirrors - Construction of manholes and inspection chambers - Supply and fixing of fiber glass tanks - Providing and fixing UPVC pipes and fittings - Providing chamber for house meter with cast iron cover - Anti-termite treatment by spraying and sprinkling - Painting of guard bars, gates, and iron works The technical scope covers all civil, woodwork, water supply, and sanitary works as per PWD specifications. The project duration is 24 months with an estimated cost of Rs. 70.059 Million. Bidders must be registered with Pakistan Engineering Council in relevant categories, have valid FBR and SRB registration, and meet all eligibility criteria including financial soundness and experience. Earnest money of Rs. 3.5 Million and tender fee of Rs. 5,000 are required. Bids must be submitted via the EPAD portal in separate technical and financial envelopes by 05 October 2026 at 11:00 AM. The bid opening will be held the same day at 11:30 AM at the office of the Executive Engineer, Education Works District Korangi Karachi. The procuring agency advises bidders to carefully review all bidding documents and submit complete, signed, and stamped copies. One practical tip: Ensure all mandatory eligibility documents including valid PEC registration, tax certificates, and integrity pact on proper stamp paper are uploaded to avoid disqualification.
