Construction and Establishment of Sahulat Bazaars in Multiple Districts of Punjab

Punjab Sahulat Bazaars Authority (PSBA) invites electronic bids from eligible bidders licensed by the Pakistan Engineering Council (PEC) in the specified PEC categories and registered with relevant tax and regulatory authorities. The procurement concerns the construction and establishment of Sahulat Bazaars across multiple districts in Punjab including Lodhran, Vehari, Khaneawal, Jhang, Chiniot, Toba Tek Singh, Gujrat, Sheikhupura, Layyah, Chakwal, Bhakkar, and Islamabad. Items being procured: - Package A: Lodhran (Karor Pakka), Vehari (Mailsi), Khaneawal (Mian Chunnu, Jahanian) with estimated cost Rs. 1,177.86 million and bid security Rs. 24.00 million, PEC Category C-1 & above - Package B: Jhang (Athara Hazari), Chiniot (Lalian), Toba Tek Singh (Pir Mahal) with estimated cost Rs. 692.07 million and bid security Rs. 14.00 million, PEC Category C-2 & above - Package C: Gujrat (Kunjah, Jalalpur Jattan), Sheikhupura (Muridke) with estimated cost Rs. 594.48 million and bid security Rs. 12.00 million, PEC Category C-2 & above - Package D: Layyah (Fatehpur, Layyah), Chakwal (Kallar Kahar) with estimated cost Rs. 918.20 million and bid security Rs. 19.00 million, PEC Category C-2 & above - Package E: Bhakkar (Darya Khan), Islamabad (Pind Bhattian) with estimated cost Rs. 683.02 million and bid security Rs. 14.00 million, PEC Category C-2 & above The technical scope includes civil construction works for establishing these bazaars as per Punjab Procurement Rules 2014. Bidders must submit separate technical and financial bids online through the Punjab e-Procurement System (eP) portal by 01.09.2026 before 09:30 AM. Bids will be opened on the same day at 10:00 AM. Earnest money in the form of bid security is mandatory as per PPRA rules. Bidders are advised to ensure timely uploading of bids and bid security to avoid disqualification. The PSBA will not be responsible for any issues related to the e-Procurement portal. Tender documents are available free of cost at PPRA and PSBA websites.
