Tender Description
The University of Sufism and Modern Sciences Bhitshah, Sindh, invites sealed bids under a single stage One Envelope procedure from reputable and well-experienced firms or companies for the construction of external drainage and sewerage works. This procurement is specifically for the city of Bhitshah and aims to improve the infrastructure related to drainage and sewerage at the university premises.

The technical scope includes comprehensive construction work involving external drainage and sewerage systems. The project duration is specified as nine months, indicating a substantial scale of work requiring expertise in civil and water supply infrastructure.
Eligibility criteria are stringent to ensure quality and reliability. Bidders must have filed income tax returns for the last three years with documentary proof. An audit report or bank statement showing an average turnover of Rs. 80 million over the last three years is required. Details of owned equipment, machinery, and transport must be provided. Valid registration with the Pakistan Engineering Council (PEC) in relevant categories C-4 and above is mandatory, with specialized codes CE-09 (i), CE-10 (i), CE-11 (i), and CE-11 (vii) for external drainage works. Firms must submit an affidavit on original stamp paper affirming no blacklisting or litigation with government or semi-government bodies. Experience proof of at least three similar projects costing not less than Rs. 80 million each in the last five years is required. Registration with tax authorities (FBR and Sindh Revenue Board) and proof of active taxpayer status are also mandatory. One original bid document and BOQ duly signed and stamped by the contractor must be submitted at the time of tender opening.
The tender fee is Rs. 5000, and the bid security is Rs. 3,500,000 in the form of a Pay Order, Call Deposit, or Bank Guarantee in favor of the University of Sufism and Modern Sciences, Bhitshah. Bids must be submitted by 26-08-2026 at 10:00 am, with opening at 10:30 am the same day. The procurement method is EPADS, and bidding documents can be downloaded from https://www.sppra.gov.pk.
