Tender Description
Pakistan Infrastructure Development Company Limited (PIDCL), under the Ministry of Housing & Works, Government of Pakistan, invites bids through the Single Stage Single Envelope procurement method via the online E-PADS 2.0 platform for important infrastructure works in Hyderabad city, Sindh. The projects include the construction of a Flyover Bridge at Labaik Chowk near Admore filling station, Latifabad, and the construction of Approach Roads at Unit No. 7, Taluka Latifabad, District Hyderabad. These works are part of contract packages PIDCL/Sindh/PSDP/04/01 and PIDCL/Sindh/PSDP/04/02 respectively.

The scope involves civil construction works including bridge and road infrastructure development as per detailed Bills of Quantities and specifications provided in the tender documents. Eligible bidders must have valid Pakistan Engineering Council (PEC) registration for 2026/2027 in Category C2 or higher, with disciplines CE01, CE02, or CE10. Registration with NTN, SRB, and FBR (Active Taxpayer List) is mandatory. Foreign entities must be counter-certified by Pakistani Embassy/Consulate and Ministry of Foreign Affairs and enter into joint ventures with PEC-registered Pakistani contractors. Bidders must also provide affidavits regarding blacklisting status and litigation details as required.
Tender documents can be obtained online at https://eprocure.gov.pk/ upon payment of a non-refundable fee of Rs. 5,000 via Pay Order or Call Deposit to PIDCL. A bid security of Rs. 20 million in the form of Pay Order or CDR favoring PIDCL is required. Bids must be submitted electronically through E-PADS 2.0 accompanied by scanned copies of the tender fee and bid security. No alternative submission methods will be accepted. Bids will be opened in the Office of the GM Engineering, PIDCL, Karachi, in the presence of the Procurement Committee and authorized representatives.
Key dates include a Pre-Bid meeting on 04/09/2026 at 11:00 AM, with bid submission and opening on 17/09/2026 at 11:00 AM and 11:30 AM respectively. Interested bidders should seek clarifications from the Office of the GM Engineering at PIDCL, Karachi, at least ten days before the deadline. In case of holidays or office closure on the opening date, bids will be opened the next working day at the same time and venue. Bidders are advised to ensure all bid security and tender fee requirements are met to avoid disqualification.
