Tender Description
The Communication and Works Department Khyber Pakhtunkhwa invites bids for the construction, improvement, rehabilitation and widening of various BT roads in Malakand Division, Swat. This tender covers multiple road projects with detailed scope and estimated costs for each. Items being procured:

The technical scope includes civil works for road construction and widening, rehabilitation of existing bituminous roads, and improvement of road infrastructure in the Swat region. The projects require PEC registration in category C-4 and above or C-5 and above depending on the lot, with relevant experience in road works. Bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority under the Finance Act 2013. Earnest Money in the form of CDR is required as per the specified amounts for each lot.
The tender follows the Single Stage Two Envelope procedure via the E-Pak Acquisition & Disposal System (EPADS). The last date for submission is **28th July 2026 at 12:00 hours**, with technical bids opening the same day at 14:00 hours. Bidders should ensure original call deposit copies are enclosed with the technical proposal and uploaded electronically. Qualification documents can be obtained from the office of the Executive Engineer C&W Division No-I Swat on payment of Rs.2500 (non-refundable) until 27th July 2026 17:00 hours.
A practical tip for bidders is to carefully prepare the detailed rate analysis if bidding more than 20% below the estimated cost, as the procurement committee may reject bids without convincing analysis. Timely submission and compliance with all technical and financial bid requirements on EPADS is critical for success.
