The Executive Engineer Urban Planning & Development Department Quetta Division Quetta invites bids from eligible bidders for execution of construction and improvement works for the year 2026 based on composite schedule rates 2023 on percentage rates. Items being procured: - Construction & Improvement of Building - Roads - Sewerage Systems - Tuff Tiles - Street Lights at Ali Villas Hazara Town - Raisani Town - Microwave Colony Brewery Road - Hazara Town - Kharotabad - Christian Colony - Khezi, Quetta Procurements shall be made under the Balochistan Public Procurement Rules 2014. Eligibility criteria include presence in Active Tax Payer List, no blacklisting by any procuring agency or Pakistan Balochistan Revenue Authority, and registration requirements. The bidder must have completed 2 assignments of similar nature with a minimum turnover of Rs. 52,251,500 in the last 11 years, with financial capacity confirmed by Pakistan Engineering Council (PEC) category C-4 and above (up to 200 million) in relevant category and specialized code CE10(i) for General Civil Engineering Works. Bidders must confirm no conflict of interest, no blacklisting, no major litigation, no nonperformance in last 5 years, and completion of at least 2 similar projects with minimum 80% cost of estimated value. Maintenance, patchwork, rehabilitation, and subcontracted works are not accepted. Bid security in form of bid bond, bank guarantee, or deposit at call of 3% is required.
