Construction of Library at Qasimabad, Hyderabad

The Hyderabad Development Authority (HDA), Hyderabad, invites electronic bids through the Sindh Public Procurement Regulatory Authority (SPPRA) E-Pak Acquisition & Disposal System (E-PADS) for the construction of a library at Qasimabad, Hyderabad. This procurement is managed by the Executive Engineer, Housing Project Construction Division-I, HDA Hyderabad. The project involves the complete construction work of the library with a completion period of 12 months. The estimated cost is Rs. 95.099 Million with a 5% bid security of Rs. 4.754 Million and a tender fee of Rs. 5000. Eligible contractors/firms must be registered with the Pakistan Engineering Council (PEC) in category C-4 or above with CE-10 specialization (General Buildings & Maintenance). Valid tax registrations with FBR and SRB and relevant experience are mandatory. Bidders must submit scanned copies of the tender fee and bid security instruments with the technical proposal and deliver originals before the bid submission deadline. The technical bid opening is scheduled for 03 September 2026 at 2:30 PM at the office of the Executive Engineer, Housing Project Construction Division-I, H.D.A., Civic Centre, Thandi Sarak, Hyderabad. Financial proposals of technically qualified bidders will be opened on a date communicated via E-PADS. Bidders should ensure bid security in the form of Deposit at Call, Pay Order, Demand Draft, or Bank Guarantee from a scheduled bank in Pakistan, valid for 28 days beyond bid validity. Bids must be submitted electronically via SPPRA E-PADS only; late or incomplete bids will not be entertained.
