Tender Description
The Public Works Department (PWD) Buildings/PHE Division Haveli in Azad Jammu & Kashmir invites sealed bids from contractors/firms registered with Pakistan Engineering Council (PEC) for the year 2026-27 and endorsed by PWD AJK in the appropriate category with specialization code CE-10. The tender is for the construction of Raja Mumtaz Hussain Rathoar Sports Stadium located in Muzaffarabad (Mizyam Basti), Tehsil Muzaffarabad District Haveli (Kahuta) AJK.
Items being procured:

The technical scope includes full construction works as per PEC category C-4 and above with specialization code CE-10. The project duration is 14 months. Bidders must have valid PEC registration and C&A&W PHE department endorsement for e-bidding. Bidders are required to upload a scanned copy of Call Deposit from any scheduled bank of Pakistan with branches in Azad Kashmir or Bank of AJK before uploading the financial bid. The bid security is Rs. 4.320 Million. Electronic bidding will be done on a percentage basis on MRS Murree July-Dec 2026.
Eligibility criteria include PEC registration with valid renewal, FBR/ATL registration, and submission of earnest money in the form of Call Deposit. Blacklisted firms or those in conflict with government anywhere in AJK or Pakistan are prohibited. Bidders submitting bids more than 10% below estimated cost must submit 7% of engineers estimate as additional security.
The last date and time for submission of bids is 29th October 2026 at 11:00 AM. Bids will be opened on the same day in the presence of bidders or their representatives. The tender documents and instructions can be downloaded from the official C&W website www.cwd.ajk.gov.pk. The competent authority reserves the right to reject any or all bids prior to acceptance.
A practical tip for bidders: Ensure your Call Deposit is from a scheduled bank with branches in Azad Kashmir or Bank of AJK and upload the scanned copy timely to avoid disqualification. Also, carefully calculate your bid percentage on the MRS Murree rates as only three digits after the decimal point will be considered for evaluation.
