Construction and Reconditioning of Roads from Indus Highway to Village Mithodero and Beero Chandio to Village Darya Khan Kalhoro via Sirae-Ji-Garhi

The Highways Division Larkano invites experienced and eligible contractors to submit bids for the construction and reconditioning of roads in Larkano, Sindh. This tender covers two major road works: construction and reconditioning of the road from Indus Highway to Village Mithodero, and reconditioning of the road from Beero Chandio to Village Darya Khan Kalhoro via Sirae-Ji-Garhi. Both projects have an estimated cost of Rs. 30 million each, with a 5% bid security required in the form of a CD-R. The tender fee is Rs. 3,000 per scheme, and the completion time allowed is 12 months for each. Bidders must have valid Pakistan Engineering Council registration up to June 2027 with relevant PEC category and specialized codes. At least two similar projects completed in the last three years with supporting completion certificates and SPPRA ID are mandatory. Firms must demonstrate adequate engineering and technical staff, machinery availability, and financial capability including a bank credit worthiness certificate of at least 15% of the estimated cost. Registration with the Income Tax Department and Sindh Revenue Board with active status is required. Bids must be submitted through the EPADS portal using the Single State-Two Envelope Procedure as per SPPRA rules. Technical and financial proposals must be submitted in separate sealed envelopes. The tender documents can be obtained from the office of the Executive Engineer, Highways Division Larkano, or downloaded from the SPPRA website. The bid security must be deposited only in the shape of a call deposit from any scheduled bank in favor of the Executive Engineer, Highways Division Larkano. The last date for receipt of applications and issuance of tenders is 19-10-2026 up to 10:00 AM, with tender opening on the same day at 10:30 AM. In case of no response, a second attempt will be made on 03-11-2026. Joint ventures are not allowed.
