Tender Description
The Directorate of Works and Implementation, Sports and Youth Affairs Department, Government of Khyber Pakhtunkhwa, invites electronic bids from eligible firms for the construction, rehabilitation, and improvement of playgrounds at the NC/VC level in the merged districts, specifically in South Waziristan Upper. This procurement is under ADP NO. 1846/210647 with an estimated cost of Rs. 47.84 Million.

The scope includes construction and rehabilitation of sports facilities at Shinwam, CH Gmalai, and other specified locations within the district. Bidders must have PEC registration in category C5 and above, demonstrate relevant experience with at least two similar projects completed in the last three years each worth at least 50% of the estimated cost, and provide ownership or lease agreements for key construction equipment such as excavators, rollers, compactors, and concrete mixers. All bids must be submitted electronically through the EPADS portal, with the hard copy of the CDR reaching the office before the deadline.
Bid security of 2% of the estimated cost along with applicable additional securities must be provided. The procurement follows the Single Stage Two Envelope procedure as per KPPRA Rules 2014. Bidders must be registered with KPRA and on the active tax payer list. Technical bids will be evaluated as per criteria in the bidding documents. The deadline for submission and opening of bids is 26th August 2026, with technical bid opening at 12:00 PM and financial bid opening at 12:30 PM.
A practical tip for bidders is to ensure all staff documents are duly signed, stamped, and accompanied by valid biometric records to avoid disqualification. Also, quoting rates above, below, or at par with the engineer's estimate based on MRS-2025 and NSI items is mandatory, with only two decimal places considered for evaluation.
