Construction of Road Corridor and BRT Infrastructure Yellow BRT Corridor Segments 5, 6 & 7 and Segments 4 & 5

The Sindh Mass Transit Authority (SMTA), Transport and Mass Transit Department, Government of Sindh, Karachi, is procuring works for the Karachi Urban Mobility Project Yellow Line Bus Rapid Transit System (BRTS). This tender covers the construction of road corridor and BRT infrastructure for Yellow BRT Corridor Segments 5, 6 & 7 from CH. 0+000 at Khalid Bin Waleed Intersection to CH. 3+875 at Kala Pull (Lot I), and Segments 4 & 5 from CH. 3+875 at Kala Pull to CH. 7+571 at KPT Interchange (Lot II). Items being procured: - Construction of one underpass - One underground BRT station - Three at-grade BRT stations - One pedestrian crossing bridge (V3) - One vertical circulation (V5) - Kala Pull Bridge - One pump station at Tariq Road Underpass - BRT and mixed-traffic lanes - Service roads - Traffic signals - Three electrical substations - Street lighting - Temporary traffic diversions - Utility relocations and protection The project scope includes approximately 3.875 km for Lot I and 3.396 km for Lot II, involving complex civil works such as underpasses, bridges, road pavements, and electrical installations. The construction period is 660 days for Lot I and 780 days for Lot II. Bidders must demonstrate financial capacity with audited statements for the last five years, minimum annual construction turnover of USD 37.60 million for Lot I and USD 65 million for Lot II, and at least seven years of general construction experience. Completion of at least two similar contracts with values exceeding USD 23 million for Lot I and USD 47 million for Lot II is required. Key activities include steel structures, urban road works, underpasses, and rigid pavements. Bids must be submitted by 15th September 2026 at 1100 hours Pakistan Standard Time to the Project Director at SMTA, House # C-44, Lane 07, Block 2 Clifton, Karachi. Electronic bidding is not permitted. Bid security of PKR 129 million for Lot I and PKR 262 million for Lot II is mandatory. The bidding process follows a single stage two envelope system with technical and financial parts. The evaluation criteria allocate 50% weight to technical and 50% to financial bids. Interested bidders should ensure compliance with PEC registration, FBR/ATL registration, and provide all required documentation including Earnest Money and CDR.
