Tender Description
District Council Layyah is inviting bids for the construction of soling and a culvert at Chak No 379/TDA Tehsil Choubara within the limits of District Council Layyah, Punjab. This procurement is conducted through the newly introduced EPADS E-Tendering system, ensuring transparency and ease of participation for all eligible contractors and firms.
The technical scope includes civil works involving soling and culvert construction at the specified site. The project demands adherence to quality standards and timely completion. Contractors must be registered with PPRA/E-PADS and should have relevant experience in similar civil works. Participation requires submission of bid security in the form of CDR or pay order from any scheduled bank in Punjab, favoring District Council Layyah. The bidding document with detailed terms and conditions is available free of cost on the Punjab e-procure website.
Eligibility criteria include valid registration on the E-PADS portal, compliance with Punjab Procurement Rules 2014, and submission of earnest money as bid security. Contractors should ensure their FBR and ATL status is active and must be prepared to provide quality assurance security if their bid is within 5% below the DNIT cost.
The submission deadline is 15th July 2026 by 10:00 AM PST via the c-PADS system, with bid opening at 10:30 AM the same day at the District Council Layyah office. Bidders are advised to upload scanned copies of bid security and submit original CDRs before the closing date to avoid disqualification.
A practical tip for bidders is to carefully follow the e-tendering registration and submission process on https://punjab.eprocure.gov.pk to avoid last-minute technical issues. Early registration and document preparation can significantly improve chances of successful bid submission and compliance with all procedural requirements.
