Construction of Underground Staging Facility under KGA at Numaish Karachi Bus Rapid Transit Red Line Project

The TransKarachi authority invites bids for the construction of the Underground Staging Facility under the Karachi Bus Rapid Transit (BRT) Red Line Project at Numaish, Karachi. This project is financed partly by the Asian Development Bank (ADB) and aims to enhance urban transit infrastructure in Karachi. Items being procured: - Construction of Underground Staging Facility under KGA at Numaish The scope involves complex underground and multi-storey construction works including MEP (Mechanical, Electrical, and Plumbing) and deep retention/shoring works. Bidders must have valid Pakistan Engineering Council (PEC) registration in Category C-A (No Limit) with specialization codes CE-01, CE-02, CE-10, and BC-01. Joint Ventures are allowed provided the lead partner holds Category C-A and other partners meet minimum PEC requirements. Foreign firms must obtain valid PEC registration by the time of submission. Eligibility criteria include satisfactory completion of at least one contract since January 1, 2020, with a minimum value of PKR 6 billion or equivalent in US dollars. Bidders must demonstrate a minimum average annual construction turnover of PKR 9,140 million over the last three years and financial resources of at least PKR 1,740 million or equivalent. Bidding documents can be obtained from TransKarachi by paying a non-refundable fee of PKR 50,000 or US$200 via Pay Order/Demand Draft. Documents may be collected in person or delivered for an additional fee. Bidders may also download the documents free of cost from the TransKarachi website www.transkarachi.pk. A pre-bid site visit is scheduled for October 9, 2026, at 10:30 hours at Numaish Chowrangi, M. A. Jinnah Road, Karachi. A pre-bid meeting will be held on October 12, 2026, at 11:00 hours at the Meeting Room, Basement, Office of the Chief Executive Officer, TransKarachi, House No. C-89, Block 2, Clifton, Karachi. Bids must be delivered by November 9, 2026, at 12:30 hours along with a Bid Security of PKR 117,000,000 or US$420,000. Technical bids will be opened on the same day at 12:35 hours in the presence of bidders' representatives.
