Construction of Waiting Room and Two Wash Rooms for Female Litigants at District & Session Court Shikarpur

The Works & Services Department Government of Sindh Karachi invites tenders for the construction of a Waiting Room / Sitting Area for Female Litigants and construction of Two Wash Rooms for Female Litigants at District & Session Court Shikarpur. This procurement is being conducted through the newly introduced E-BID method on the EPADS platform under the Single Stage-One Envelope procedure, strictly following the SPPRA E-Procurement submission requirements. Items being procured: - Construction of Waiting Room / Sitting Area for Female Litigants - Construction of Two Wash Rooms for Female Litigants The project site is located at the District & Session Court Shikarpur. The estimated cost for this work is Rs. 6,027,000 with a completion time allowed of 3 months. The cost of bidding documents is Rs. 3000, payable via pay order or deposit receipt. Bidders must submit their applications and purchase bidding documents from the office of the undersigned during office hours up to 09-10-2026 at 09:30 AM. Eligibility criteria include a valid PEC Registration Certificate up to June 2027 in relevant categories and specialized codes CE09, CE10, EE11 (vi), and ME01. Bidders must provide documentary evidence of at least 3 works of equivalent cost executed in the last 3 years, along with certificates of satisfactory completion. Experience of completing at least 2 similar works in the last three years is required. Registration with the Income Tax Department (NTN copy) and Sindh Revenue Board (Sales Tax Registration) with active status and CNIC copy is mandatory. Annual turnover must be equal to or twice the estimated cost for the last three years. A 5% earnest money in the form of Call Deposit, Pay Order, or Demand Draft from any scheduled bank in favor of the Superintending Engineer (Judicial Works)/PM&IU, Works & Services Department Government of Sindh Karachi is required. The bids will be received on 09-10-2026 up to 10:00 AM and opened the same day at 10:30 AM in the presence of the Procurement Committee and bidders or their authorized representatives. If no bids are received or accepted, a second attempt for issuance of bidding documents will be from 12-10-2026 to 26-10-2026 up to 09:30 AM, with submission and opening on 26-10-2026 at 10:00 AM and 10:30 AM respectively.
