Tender Description
The Military Engineer Services (MES) invites sealed tenders for the provision of certain facilities at the Pakistan Air Force (PAF) Base in Chaklala. This procurement is conducted under the Public Procurement Regulatory Authority (PPRA) Rule 13 (1) of 2004.
Items being procured:
- Provision of certain facilities at PAF Base (F) Rs. 59.000 Million
- Provision of certain facilities at PAF Base (F) Rs. 55.000 Million
- Provision of certain facilities at PAF Base (F) Rs. 35.520 Million
Firms are required to furnish details including work orders, location, and pictures of completed projects along with satisfactory completion certificates from users. Eligible firms must have experience in construction, electrical, mechanical, and plumbing works/services and be registered with the Pakistan Engineering Council (PEC) in the relevant category.
Contractors must provide a certificate confirming no involvement in litigation with any government department and no outstanding reports from the Directorate of Inspection and Evaluation (E-in-C's Branch GHQ). Firms must also submit personnel details, bank statements, NTN certificates, and income tax returns for the last three years.
Eligibility criteria include enlistment with PEC in Category C-2 or above valid until at least June 2026, preferably enlistment with MES in Category A. Non-enlisted firms must provide 2% refundable bid security. No special report or outstanding recoveries from DI&E are allowed.
Tender documents will be issued to pre-qualified firms and contractors at HQ DW & CE (PAF) Chaklala on 07 October 2026 at 1130 hours and will be opened the same day at 1200 hours.

Bidders are advised to carefully prepare their technical and financial bids ensuring all required documents and certifications are included to avoid rejection. Early collection of tender documents on the specified date is recommended to allow sufficient time for bid preparation.
