Tender Description
This tender invites reputed consultancy firms to provide expert design and construction supervision services for a modern off-dock customs clearing terminal and bonded warehouse facility at Bin Qasim Industrial Park (BQIP) and Karachi Industrial Park (KIP) in Karachi. Issued by the Pakistan Industrial Development Corporation (PIDC), the project covers approximately 25 acres of Pakistan Steel Mills land and aims to enhance logistics efficiency and industrial growth in the region.
The scope includes detailed architectural and structural design, infrastructure facilities, HVAC, firefighting, security systems, boundary walls, internal roads, and allied works. Consultants will prepare bidding documents, conduct the bidding process, and provide construction supervision including contract administration, quality assurance, and project closure activities. The facility will support bonded and non-bonded cargo operations, integrating customs processing and warehousing to streamline import-export operations and reduce port congestion.
Bidders must be registered with PPRA EPADS, hold valid PEC/PCATP registration with relevant codes, be active taxpayers, and not blacklisted. Experience in similar projects involving customs bonded facilities is mandatory. The evaluation will be based on a 70% aggregate score with minimum 50% in each category including firm profile, experience, methodology, and personnel capabilities.
Proposals must be submitted electronically via PPRA EPADS by 14th April 2026 at 14:30 hours, with technical proposals opened the same day at 15:00 hours. Bid security of PKR 0.4 million is required in the form of pay order or demand draft. The contract duration includes four months for design and pre-construction activities and twelve months for construction supervision.
