The Institute of Business Administration (IBA) Karachi invites qualified consultancy firms to submit proposals for the hiring of consultancy services for designing and project management for the reconstruction of old blocks of the Boys Hostel at IBA Main Campus, University Enclave, Karachi. This assignment involves comprehensive architectural and engineering design services, project management, and construction supervision in compliance with Pakistan Engineering Council regulations and local SBCA by-laws. The project includes residential dormitory units (single and dual), common amenities, parking, external works, and utilities with MEP infrastructure. Items being procured: - Architectural and engineering design services - Project management and construction supervision - Preparation of concept, schematic, and detailed design reports - Issuance of IFC drawings, BOQs, and cost estimates - Tender documentation and procurement assistance - Contract administration and quality assurance - Health, safety, and environment monitoring - Cost control and post-construction services The consultancy scope covers inception, data collection, concept design, schematic design, detailed design, regulatory approvals, tender documentation, project management, contract administration, QA/QC, HSE compliance, cost control, and post-construction defect liability period monitoring. The consultant must provide a qualified team including a team lead/project manager, quantity surveyor, resident engineer, and site supervisors, all registered with PEC where applicable. The estimated project cost is PKR 550 million. The selection method is Quality and Cost Based Selection (QCBS) under Sindh Public Procurement Rules 2010. Bidders must submit technical and financial proposals separately in sealed envelopes by 01 October 2026 before 3:00 PM at IBA Gate No 4, Main Campus Karachi. The technical proposal will be opened on the same day at 3:30 PM in the presence of bidders. A bid security of Rs. 200,000/- in the form of pay order/demand draft is mandatory. The successful bidder will provide a performance guarantee of 5% of the bid price.
