Consultancy Services for Design Review and Construction Supervision for Construction/Dualization of Sialkot-Eminabad Road Upto Kamoki, Section-I: Ghatto Rora to Dharam Kot including Link to Motorway

The National Highway Authority (NHA) Islamabad invites reputable Consultants (Engineering Organizations/Firms) for consultancy services related to design review and construction supervision for the construction and dualization of Sialkot-Eminabad Road up to Kamoki, specifically Section-I from Ghatto Rora to Dharam Kot (28.86 KM), including a 3.6 KM link to the Motorway, totaling 32.46 KM in District Sialkot. Items being procured: - Consultancy Services for Design Review - Construction Supervision for construction/dualization of Sialkot-Eminabad Road Section-I: Ghatto Rora to Dharam Kot (28.86 KM) - Link to Motorway (3.6 KM) This consultancy contract requires detailed engineering oversight and supervision to ensure quality and compliance with design standards throughout the project length. The scope includes reviewing design documents, monitoring construction activities, and ensuring adherence to technical specifications and timelines. Eligible firms must hold a valid Pakistan Engineering Council (PEC) registration certificate in the relevant field and be enlisted on the active Tax Payer List of the Federal Board of Revenue (FBR). A Pre-Proposal Conference is scheduled for July 16, 2026, at 1100 hours at the office of General Manager (P&CA), NHA-HQ, Islamabad. Proposals must be submitted in sealed envelopes clearly marked with the tender title and must reach the office of General Manager (P&CA), NHA-HQ, 28-Mauve Area, Sector G-9/1, Islamabad by July 29, 2026, till 1130 hours. Technical proposals will be opened the same day at 1200 hours, followed by financial proposals of technically qualified firms. Bidders are advised to prepare proposals in hard book binding to prevent addition or removal of pages. Firms providing incorrect or unsubstantiated information will face legal action or disqualification. All firms should obtain EPADS (PPRA) registration at www.eprocure.gov.pk as manual bids will be phased out.
