Hiring of Consultancy Services for Detailed Design, Cost Estimation, Bidding Documents and Construction Supervision of Slaughter House at Bhatta Chowk Rawalpindi Cantonment

Rawalpindi Cantonment Board invites proposals from eligible, reputable and experienced consulting firms for provision of consultancy services for detailed planning, architectural, structural, mechanical, electrical and allied engineering design, preparation of working drawings, cost estimates, BOQs, technical specifications, bidding documents and construction supervision for the proposed Slaughter House on approximately 16 Kanals of Cantonment Board Class-C land situated at Bhatta Chowk, Rawalpindi Cantonment. Items being procured: - Detailed planning and site assessment - Architectural and structural designs - Mechanical, electrical, plumbing, drainage, water supply, waste disposal designs - Detailed cost estimates based on MES Schedule of Rates 2025 - Comprehensive Bill of Quantities covering civil, mechanical, electrical and allied works - Technical specifications and performance requirements - Preparation of bidding/RFP documents including eligibility and qualification criteria - Construction supervision and project management The consultancy scope includes all allied services required for an operational slaughter house. Interested firms must be registered with Pakistan Engineering Council (PEC) and PCATP in relevant categories and specialization codes. Firms must also be registered with Federal Board of Revenue (FBR) as active taxpayers for income and sales tax purposes. The estimated construction cost is Rs. 140.00 Million. Bidders must submit bids electronically through EPADS V2.0 by 16th October 2026 at 1:00 PM. Bid security of Rs. 100,000 in the form of CDR is required. Only firms registered on EPADS V2.0 are eligible. The technical proposal will be evaluated first, followed by financial proposals of responsive bidders. The award will be made to the most advantageous bidder quoting consultancy fees as a percentage of the approved construction cost. Bidders should carefully review the detailed scope and submission instructions in the bidding documents. Timely submission through EPADS and compliance with PEC and FBR registration requirements are critical. The contract will require performance security and execution on stamp paper as per letter of acceptance.
