Consultancy Services for Feasibility Study, Design, and Construction Supervision of Pakistan Tobacco Board Projects

The Pakistan Tobacco Board (PTB) invites qualified consultancy firms to provide comprehensive consultancy services for the feasibility study, detailed design, preparation of PC-I documents, and construction supervision of multiple development projects located in Mansehra, Mardan, Gujrat, and Buner districts. Items being procured: - Special repair of PTB building at TRSS Mansehra including office AC, cupboards, doors, washrooms, tiles, plumbing, roof and floor repairs, window installations, paint, and electric wiring - Construction of conference room/committee hall at TRS Mardan with bricks work, plaster, concrete, steel beams, doors, windows, curtains, electric work including fans, lights, exhaust fans, stage, multimedia and sound system, tables, chairs, washroom, kitchen, and marble/tiles - Construction, repair and maintenance works at TRSS Kunjah including boundary walls, office block repairs, replacement of doors, windows, cupboards, plaster and paint work, storeroom repair, soil chemistry and agronomy labs upgrade, air conditioners, installation of pillars and barbed wire, and residential block repairs - Construction of Tobacco Model Farm at Buner including rooms, washrooms, verandah, kitchen, hall, lawn, and road section with PCC and shingle The consultancy scope covers data collection, survey, investigation, architectural and structural design, preparation of tender documents, cost estimates, assistance in contractor procurement, and detailed construction supervision. The consultant will ensure compliance with building codes, energy efficiency, fire safety regulations, and accessibility standards. Full-time site supervision, quality assurance, progress monitoring, financial management, and coordination with the client and contractors are integral parts of the assignment. Eligibility criteria include valid PEC and/or PCATP registration, minimum 10 years relevant experience, proven track record of at least ten similar government sector building projects worth Rs. 300 million each completed or ongoing, and qualified key professional staff with required PEC registration and experience.
