Consultancy Services for Feasibility Study and Engineering Design of Kasorkot-Talawari Hydropower Project

The AJK Power Development Organization is seeking consultancy services for conducting a detailed feasibility study and preparation/vetting of the engineering design for the Kasorkot-Talawari Hydropower Project located in the district of Jhelum Valley. This procurement is under the single stage two envelope procedure and follows the Quality and Cost Based Selection (QCBS) method in accordance with AJK PPRA Rules 2017 (amended) and the procurement of consultancy regulations 2018. Consultants or joint ventures with valid registration from the Pakistan Engineering Council (PEC) in the appropriate category are invited to submit their technical and financial proposals. The scope includes comprehensive engineering design and feasibility analysis for the hydropower project, ensuring all technical parameters and regulatory requirements are met. Interested bidders must purchase the Request for Proposal (RFP) documents by submitting a written request along with a PEC valid registration certificate and a non-refundable bank draft or pay order of Rs. 5,000 in favor of the Managing Director PDO. Blacklisted firms or those in conflict with any government entity in AJK or Pakistan are prohibited from participation. A bid security of Rs. 180,000 in the form of CDR, bank draft, or pay order from a scheduled bank in Pakistan/AJK must be included with the technical bid, failing which the bid will be rejected outright. Proposals must be submitted to the Deputy Director (Planning) at the AJK Power Development Organization office in Upper Chatter, Muzaffarabad, by or before 25th May 2026 at 1200 hrs. Technical proposals will be opened the same day at 1230 hrs in the presence of consultants’ representatives. The financial bid should include all applicable taxes in AJK. The validity of the proposal/bid shall be 120 days. A practical tip for bidders is to ensure the bid security is correctly formatted and submitted with the technical bid to avoid outright rejection.
