Consultancy Services for Feasibility Study and Detailed Design of Water Supply Schemes in Five District Headquarters of Azad Jammu and Kashmir

The Azad Govt. of the State of Jammu & Kashmir through the Central Design Office Muzaffarabad is procuring consultancy services for conducting a comprehensive feasibility study and detailed design of water supply schemes for five district headquarters: Athmuqam, Bagh, Rawalakot, Mirpur, and Bhimber. This project aims to enhance water supply infrastructure in these key locations of Azad Jammu & Kashmir, ensuring sustainable and efficient water distribution systems. The technical scope includes detailed engineering design and feasibility analysis of water supply schemes, covering all necessary technical and environmental assessments. The consultancy will involve site visits, data collection, hydraulic modeling, and preparation of detailed design documents. The project demands firms with valid Pakistan Engineering Council (PEC) registration, possessing relevant service and project profile codes, and proven experience in similar water supply projects. Interested bidders must be registered with FBR and ATL and should not be blacklisted anywhere in Pakistan or AJ&K. The procurement follows the Single Stage-Two Envelope procedure under AJ&K Public Procurement Rules 2017, with quality and cost-based selection. The bid security of Rs 1.000 Million must be submitted with the technical bid. The Request for Proposal (RFP) document is available until 13th May 2026 upon payment of Rs 5000 and submission of a written application with PEC credentials. The pre-proposal meeting is scheduled for 14th May 2026 at 1100 hrs at the Central Design Office Muzaffarabad. Complete proposals must be submitted by 21st May 2026 at 1100 hrs, with technical bids opening at 1130 hrs the same day. Bidders should prepare their proposals in hard book binding to prevent page tampering.
