Tender Description
This tender invites qualified consulting firms to provide comprehensive engineering consultancy services for the construction of a new 4-lane highway bridge over the River Indus between Hyderabad and Kotri, Sindh. The Works and Services Department, Government of Sindh, through its Provincial Highway Division Hyderabad, seeks expertise in survey study, detailed engineering design, preparation of working estimates, BOQ, PC-I documents, geotechnical and soil investigation, hydrology study, environmental impact assessment, traffic study, socio-economic assessment, and preparation of tender/bidding documents. The project aims to address increasing traffic congestion and urban expansion pressures by providing a new river crossing downstream of the existing Hyderabad Bypass Bridge, improving connectivity and reducing vehicle operating costs. The scope includes detailed topographic and riverine surveys, physical and hydraulic model studies, soil investigations, structural and pavement design, and preparation of comprehensive tender documents. Firms must be PEC registered with relevant project and service codes, have valid FBR and Sindh Revenue Board registrations, and demonstrate experience in prestressed bridge design and similar infrastructure projects. Compliance with PEC categories, FBR/ATL status, and submission of affidavits regarding blacklisting and litigation history are mandatory. The submission deadline is set for 09 April 2026 at 10:00 AM, with proposals to be uploaded via the EPADS online portal and opened the same day at 10:30 AM in the office of the Executive Engineer, Provincial Highway Division Hyderabad. Earnest money of 2% of the estimated cost and a non-refundable tender fee are required. The project duration is six months from contract signing. Proposals will be evaluated on technical and financial criteria with a 90% and 10% weighting respectively.
