Expression of Interest for Consultancy Services for Planning, Design and Construction Supervision for the New Departure Level Bridge, Extension of Concourses and Allied Works at Allama Iqbal International Airport, Lahore

The Pakistan Airports Authority (Planning & Development Directorate) invites Expressions of Interest from qualified consultants or Joint Ventures for comprehensive consultancy services for the Planning, Design, Procurement Support, and Construction Supervision of the New Departure Level Bridge, Extension of Concourses, and Allied Works at Allama Iqbal International Airport (AIIAP), Lahore. This assignment includes detailed project planning and feasibility studies, site and geotechnical surveys, traffic and landside planning, architectural and engineering design, structural and infrastructure design, and integration with existing and planned airport facilities. The scope further covers BIM implementation, project approval and procurement support, construction supervision and project management, contract administration, quality, safety and environmental management, field design support services, utility identification and relocation design, and post-construction close-out services. Items being procured: - Planning, design and construction supervision consultancy services for the New Departure Level Bridge - Extension of concourses - Allied infrastructure works at Allama Iqbal International Airport, Lahore The consultancy requires expertise in architectural, structural, civil, MEP, drainage, utilities, fire protection, accessibility, landscaping, traffic management, wayfinding, and security-related design aspects. The consultant will also provide construction supervision as per FIDIC provisions, ensuring quality, safety, and environmental compliance within an operational airport environment. Applicants must be registered with the Pakistan Engineering Council (PEC) under specified project and service codes, registered with FBR as active taxpayers, and if foreign, must form a JV with a Pakistani firm registered with PEC. The evaluation will be based on financial soundness, general and specific experience, and personnel capabilities, with a minimum qualifying score of 70%.
