Consultancy Services for Project Management and Construction Supervision of Pakistan Railways Main Line-1 Karachi-Rohri Upgradation

Pakistan Railways, Government of Pakistan, invites Expressions of Interest (EOI) for Consultancy Services for Project Management and Construction Supervision of the Main Line-1 (ML-1) Karachi-Rohri Upgradation Project covering approximately 480 km. The project includes civil and track works, bridges and culverts, stations and yards, and signaling and telecommunications systems. The assignment requires one unified Project Management and Construction Supervision Consultant (PMCSC) to support the Project Implementation Unit (PIU) in overall project implementation and provide centralized oversight across multiple civil/track works and one signaling and telecommunication package. Items being procured: - Project management, planning, scheduling, monitoring and reporting - Construction supervision, quality assurance and quality control including certification of works - Procurement support and contract administration - Review of signaling and telecom design submitted by contractors - Review of contractor submissions and management of variations, claims and disputes - Interface coordination between civil works and railway systems packages under live railway operating conditions - Environmental and social safeguard implementation and monitoring - Health and safety and risk management - Institutional capacity building and knowledge transfer to Pakistan Railways The consultancy will cover the entire ML-1 Karachi-Rohri section under FIDIC Red Book (2017) for civil works and FIDIC Yellow Book for signaling and telecommunications. The assignment duration is 72 months including mobilization, implementation, defect liability and maintenance phases. Firms must demonstrate experience in ADB-financed projects, FIDIC contract administration, large railway or transport infrastructure projects, live railway construction supervision, multi-contract and civil/railway interface management, claims and dispute management, and environmental and social safeguards. EOIs must be submitted online via the Asian Development Bank's Consultant Management System (CMS) by 21st October 2026 (Manila time). Firms and any associates must be registered with CMS.
