Consultancy Services for Preparation of Tender Document and Specification on Turn Key Basis for Clean Drinking Water at All Union Councils of Balochistan

The Balochistan Public Procurement Regulatory Authority (BPPRA) invites proposals for consultancy services for the preparation of tender documents and specifications on a turn key basis for clean drinking water at all Union Councils of Balochistan. This consultancy is aimed at supporting the Project Director for Clean Drinking Water for all Union Councils in Balochistan. Items being procured: - Consultancy services for preparation of tender document and specification on turn key basis for clean drinking water at all Union Councils of Balochistan The consultancy will involve detailed preparation of tender documents and specifications to ensure compliance with procurement rules and technical requirements. The scope includes undertaking, uploading drawings, bidder declaration, bid security, evaluation criteria, bidding data, bidding procedure, eligibility criteria, detailed TOR, and purpose and scope. Eligibility criteria require bidders to be well reputed national/international firms or JV/service providers with registration with FBR for Income Tax and PRA, active taxpayers list (ATL) registration, and PEC registration as a Consulting Engineering Firm. Firms blacklisted by any procuring agency of Pakistan or not registered with ISO 9001:2015 & ISO 14001:2015 certified companies are not eligible. Bid security of 2% of the estimated cost must accompany the bid. The procurement method is Single Stage Two Envelope Bidding Procedure. Financial proposals will be opened only for technically qualified firms. The selection will be based on evaluation criteria as per the RFP documents available on the BPPRA website. Key dates: The last date for bid submission is 25 August 2026 by 10:00 AM. Bids will be opened on the same day at the office of the undersigned.
