Tender Description
The National Highway Authority (NHA) invites proposals for hiring a consultant (Engineering Organization/Firm) on a short-term basis for the Hydrology Study of M-8 (Ratodero - Qubo Saeed Khan) section of the Sindh-North Region. This consultancy service is critical for assessing hydrological parameters to support infrastructure planning and maintenance in the region.
Items being procured:

The scope includes detailed hydrological analysis and study of the specified highway section. Interested firms must have valid Pakistan Engineering Council (PEC) registration in the relevant field and be enlisted on the active Tax Payer List of the Federal Board of Revenue. The RFP documents provide detailed eligibility criteria and can be downloaded free of cost from the NHA website (www.nha.gov.pk) starting October 13, 2026, or purchased from the office of Director Maintenance (Sindh North) NHA, Airport Road, Sukkur, upon submission of a pay order/demand draft of Rs.1000/- (non-refundable) in favor of National Highway Authority.
Proposals must be submitted in sealed envelopes clearly marked for this consultancy and delivered to the office of General Manager (Sindh North) NHA, NHA Complex, Airport Road, Sukkur by October 28, 2026, at 1130 hours. Technical proposals will be opened the same day at 1200 hours, followed by financial proposals of technically qualified firms after evaluation.
All firms are advised to obtain EPADS (PPRA) registration at www.eprocure.gov.pk immediately, as hard copy proposals will be eliminated in future procurements. This advertisement is also available on the PPRA website at www.ppra.org.pk.
A practical tip for bidders: Ensure your proposal strictly follows the Instructions to Consultants (ITC) and the RFP notice, and avoid any alterations or removal of pages in the submission to prevent disqualification.
