Consultancy Services for Development of Environmental and Social Management System for Karachi Water & Sewerage Corporation

The Karachi Water and Sewerage Corporation (KW&SC) through its Project Implementation Unit (PIU) under the Karachi Water & Sewerage Services Improvement Project (KWSSIP) invites qualified consulting firms to provide consultancy services for the development of an Environmental and Social Management System (ESMS). This includes the formulation of an Environmental and Social (E&S) Policy to support KW&SC in operationalizing a comprehensive and holistic ESMS across all its functional units, core operations, maintenance activities, and future projects within Karachi. Items being procured: - Consultancy Services for Development of Environmental and Social Management System (ESMS) - E&S Policy formulation The scope covers policy development, risk assessment, management system design, and institutional strengthening for environmental and social safeguards. The consultancy will support KW&SC in aligning with multi-lateral development bank requirements, particularly the World Bank and Asian Infrastructure Investment Bank. The assignment is expected to commence in September 2026 and conclude within 24 weeks from contract signing. Eligible firms must be legally registered in Pakistan with 8-10 years of relevant experience in environmental and social risk assessment, management, and system development for water and sanitation services or public sector infrastructure projects. Firms should demonstrate prior experience with multi-lateral development banks, policy drafting, stakeholder engagement, and social risk assessments. The firm must not be on the World Bank debarred list and should provide a letter of incorporation. Managerial and logistical capacity is essential.
