Expression of Interest for Establishment and Operation of Incubation and Sandbox Infrastructure Across Punjab (Six Lots)

The Information Technology and Innovation Department (ITID) of the Government of Punjab invites Expressions of Interest (EOIs) from eligible firms, universities, and consortia for shortlisting consultants under the Innovate Punjab – Leaders of Frontier Tech Incubators Project (ADP 2026-27 GS No. 3507). This project involves the establishment and operation of six specialized incubation centres with technology sandboxes across Punjab. Each lot corresponds to one centre located in Lahore, Rawalpindi, Faisalabad, Gujranwala, Multan, or Bahawalpur. Each centre will operate for one year with an estimated consultancy cost of up to 390 million PKR for all lots combined. Items being procured: - Establishment and operation of six incubation centres with technology sandboxes - Incubation programme design and execution - Support for startups including acceleration, mentoring, industry linkages, and investor engagement - Setup and operation of up to three months pilot followed by operations up to June 2029 The consultancy requires firms with registration under SECP as companies, HEC-recognized universities, or registered incubation entities. Applicants must have NTN and Active Taxpayer status, at least five years of technical expertise in incubation or technology infrastructure, and experience with large-scale incubation or acceleration programmes. Each lot requires a minimum turnover of 50 million PKR. No blacklisting or investment linkages in Pakistan are allowed. Consortiums of up to five members are permitted, with joint and severable liability. Applicants will be evaluated on quality and cost-based selection with 80% weight on quality. The submission deadline is 17 November 2026 at 2:00 PM at the Project Director PMU Innovate Punjab office in Lahore. Late submissions will not be considered. This opportunity is governed by Punjab Procurement Rules 2014.
