Tender Description
The Hazara Electric Supply Company Limited (HAZECO), headquartered in Abbottabad, Khyber Pakhtunkhwa, is procuring consultancy services for the evaluation and assessment of Transmission and Distribution (T&D) technical losses within its network. This assignment specifically targets the detailed analysis of technical losses at various voltage levels including 132 kV, 66 kV, 33 kV, 11 kV, and 400/230 V, using advanced simulation-based load flow studies and validated field data.
The scope includes segregating technical and non-technical losses, assessing the impact of Distributed Energy Resources and Solar PV Net-Metering, and developing validated network models with benchmarking against peer utilities and international standards. The consultant will also recommend cost-effective loss reduction measures and provide regulatory-ready documentation for NEPRA review. The project covers transmission loss evaluation, distribution loss evaluation using GIS and Synergi Electric software, and a comprehensive loss reduction strategy including investment plan review.
Eligible firms must be registered with the Pakistan Engineering Council (PEC), have relevant experience in power sector consultancy, and be active on the Federal Board of Revenue's Active Taxpayers List. The technical evaluation requires a minimum score of 70%, with detailed criteria including firm experience, project experience, financial soundness, and availability of engineering tools like PSSE, SynerGee, or PSS®SINCAL.
Key dates include a pre-proposal conference on 2026-04-27 at 11:00 AM at HAZECO HQ, and bid submission deadline on 2026-05-25 at 11:00 AM, with technical proposals opened at 11:30 AM the same day. Bidders must submit bid security of Rs. 1,000,000/- in the form of CDR or bank guarantee. The submission address for bid security is SCM Directorate, HAZECO HQ, 426-A PMA Link Road, Abbottabad.
A practical tip for bidders is to ensure thorough validation and reconciliation of all GIS and load data as per the detailed Terms of Reference, as this will be critical for technical evaluation and successful completion of the assignment. Early engagement with the provided project data and attendance at the pre-proposal conference will also enhance proposal quality and compliance.
This procurement offers a significant opportunity for qualified consultancy firms to contribute to the technical and operational efficiency of HAZECO's power distribution network, with a contract completion timeline of 270 days and strict adherence to PPRA rules and HAZECO's procurement policies.
