Tender Description
The Pakistan Airports Authority (Planning & Development Directorate) invites qualified consulting firms and joint ventures to submit applications for consultancy services for the expansion of the Jinnah Terminal Complex (JTC) and allied airside and landside facilities at Jinnah International Airport (JIAP), Karachi. This comprehensive consultancy assignment includes feasibility studies, airport planning, preliminary and detailed architectural and engineering design, procurement support, and field design support services. The existing terminal and infrastructure are over 30 years old and require detailed physical inspections, non-destructive testing, and intrusive investigations to assess structural elements, utilities, MEP systems, baggage handling, ICT/security, and other installed systems. The consultant will coordinate with ongoing projects to ensure seamless integration and maintain live airport operations without shutdown during construction.
Items being procured:
- Feasibility study and strategic long-term site capacity/greenfield airport analysis
- Demand analysis and forecasting up to 2050
- Site studies including topographic, geotechnical, utility assessments, and obstacle limitation surfaces
- Airport planning and capacity assessment including terminal processing, gates, lounges, baggage handling, commercial and support facilities, landside access, parking, airside facilities, aircraft stands, taxiways, and related infrastructure
- Expansion options and technical assessment including modernization and new terminal options
- Financial, economic, environmental, and risk assessments
- Preliminary architectural and engineering design including architectural, structural, electrical, telecommunications, mechanical/HVAC, firefighting, BHS, ICT, security, utilities, access roads, parking, airside/landside infrastructure, and landscaping
- Detailed design and BIM implementation with 4D and 5D simulations
- Operational continuity, sustainability, and security measures including green terminal design, renewable energy, accessibility, and security compliance
- PC-I preparation, procurement and tender support, and contract award assistance
- Field design support services during 36-month construction period
- Project coordination, reporting, and knowledge transfer
Applicants must be joint ventures comprising a foreign lead partner internationally recognized and registered with a relevant international engineering body, and a local partner registered with Pakistan Engineering Council (PEC) with specified profile and service codes. Both partners must be registered with FBR and SECP as applicable. The JV must submit a letter of intent at shortlisting and project-specific PEC registration at RFP stage. The evaluation criteria include financial soundness, engineering design experience with international airport projects, and personnel capability with detailed qualifications and experience requirements for key experts.
Applications must be submitted electronically through EPADS v2.0 by **October 13, 2026 at 11:00 AM**. Late or manual submissions will not be accepted. The opening of applications will be on the same day at 11:30 AM via EPADS. Interested applicants should carefully review all instructions and submit complete documentation including affidavits, JV agreements, power of attorney, and technical forms. A pre-application meeting for clarifications is scheduled for October 6, 2026.
