Consultancy Services for Renovation of TCP Office at 5th Floor Block-B FTC Building Karachi

The Trading Corporation of Pakistan (Pvt) Limited (TCP) invites qualified consultancy firms to submit proposals for the provision of consultancy services for the renovation of its office located at the 5th Floor, Block-B, FTC Building, Karachi. This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using a Single Stage Two Envelope procedure with Quality and Cost Based Selection (QCBS) technique. Items being procured: - Consultancy services for site measurement and condition assessment - Architectural and interior design including space planning, partitions, false ceiling, flooring, finishes, doors and glazing - Electrical works design including wiring, distribution boards, lighting, power and low-voltage/data layout - Fire-safety and detection system design - Furniture, fixtures and interior fit-out design and specifications - Preparation of Bill of Quantities (BOQs), cost estimates, bidding and tender documents - Technical and financial bid evaluation and assistance in contract award - Detailed construction supervision of architectural, electrical, fire-safety, and furniture fit-out works The scope covers both Phase A (design, documentation, procurement support) and Phase B (detailed construction supervision). The consultancy firm will be responsible for preparing all necessary drawings, reports, BOQs, and tender documents, as well as supervising the renovation works on a monthly lump-sum basis. The supervision includes quality assurance, progress monitoring, safety compliance, and final inspection. Eligibility criteria require firms to have valid Pakistan Engineering Council (PEC) consultancy registration (Category PEC-4A or above) with relevant project and service codes, active FBR registration, and no blacklisting or litigation history. The firm must demonstrate experience in similar consultancy assignments, qualified personnel, and financial capability with an average annual turnover of at least PKR 50 million over the last three years. Key dates include a pre-bid meeting and clarification deadline on September 15, 2026, and the final proposal submission deadline on September 22, 2026, at 11:00 AM via EPADS v2.0. Manual submissions will not be accepted. Bid security in the form of Pay Order or Demand Draft is required.
