Hiring of Consultancy Services for Development of a Procurement Manual and Procurement Policy for Pakistan Revenue Automation Pvt Limited

Pakistan Revenue Automation Pvt Limited (PRAL) invites qualified consultancy firms to submit proposals for the hiring of consultancy services for the development of a comprehensive Procurement Manual and Procurement Policy pursuant to Section 17(2) of the State-Owned Enterprises (Governance and Operations) Act, 2023. This assignment is based in Islamabad and aims to establish a Board-ready procurement framework tailored to PRAL's operational scale and governance requirements. Items being procured: - Development of Procurement Policy including governance philosophy, procurement principles, authority structure, and approval matrices - Drafting of detailed Procurement Manual with step-by-step procedures and standard templates such as RFP/Bid templates, evaluation criteria, contract templates, and vendor registration forms - Procurement Risk Management framework and categorization tool - Standard Operating Procedures for procurement planning, vendor pre-qualification, evaluation committee conduct, contract amendments, dispute resolution, and record-keeping - Conducting at least two consultation workshops with relevant departments for validation - Presentation of drafts to senior management and Board of Directors - Finalization, training session delivery, and handover of editable documents - Submission of Implementation Roadmap and final Consultancy Completion Report The consultancy requires expertise in public sector procurement regulations, with eligibility criteria including valid NTN, GST registration, SECP or Registrar of Firms registration, professional procurement qualifications (e.g., CIPS, ISM), and relevant experience in procurement policy development. The selection will follow a Least Cost Based Selection (LCBS) method under a Single Stage Two Envelope procedure via the EPADS v2.0 portal. Key dates include a pre-bid meeting on September 16, 2026, and a clarification deadline on September 18, 2026. Proposals must be submitted electronically via EPADS v2.0 by September 23, 2026, 11:00 AM, with financial proposals opened only for technically qualified bidders scoring at least 75 out of 100 marks. Bidders must submit a Bid Securing Declaration and comply with all eligibility and evaluation criteria. Manual submissions are not accepted.
