Tender Description
The Finance Department of Balochistan invites qualified consulting firms to submit proposals for a consultancy service titled Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan. This study aims to analyze and provide recommendations on improving the revenue generation and administration within the province.
Items being procured:
- Study on Provincial Own-Source Revenue Potential, Revenue Gap and Revenue Administration Reform in Balochistan
The procurement will be conducted under the Balochistan Public Procurement Rules - 2014. The bidding firm must have completed at least 3 assignments of similar nature and complexity with a turnover of at least PKR 50,000,000 in the last 3 years. Firms must be registered with the Active Tax Payer List and hold a BRA Registration Certificate. The bidding firm or joint venture must not be blacklisted by any procuring agency of Pakistan and must have at least 8 years of relevant experience.
The procedure of procurement is Quality and Cost Based Selection (QCBS) with a 70% weightage on quality and 30% on financials, using a Single Stage Two Envelope Bidding Procedure. Bid security of 2% of the bid value must be submitted in the form of a Pay Order or CDR from a scheduled bank.
The last date for bid submission is 14 October 2026 till 12:00 PM. A pre-bid workshop session will be held on 09 October 2026 at 10:30 AM in the Meeting Room of the Finance Department. Tender opening will take place on the same day at 01:00 PM at the office of the undersigned.

A practical tip for bidders: Ensure your technical proposal clearly demonstrates your firm's relevant experience and capacity to meet the 8-year experience requirement and includes all required registration certificates to avoid disqualification during the technical evaluation phase.
