Peoples University of Medical & Health Sciences for Women Shaheed Benazirabad invites reputable consultant firms registered with Pakistan Engineering Council and Pakistan Council of Architects & Town Planners to submit proposals under the Single Stage Two Envelope procedure as per SPPRA Rules 2012 (amended). The consultancy services required include detailed supervision and design work for the College of Physicians & Surgeons Pakistan at the Main Campus and Peoples Institute of Dental & Oral Health Sciences at the New Campus of PUMHSW. Additionally, preparation of architectural, structural drawings, designs, engineer estimates, and BOQs including detailed supervision for Civil and MEP works of CPSP and PID&OHS at PUMHSW are required. Items being procured: - Detailed Supervision & Design work of College of Physicians & Surgeons Pakistan at Main Campus and Peoples Institute of Dental & Oral Health Sciences at New Campus of PUMHSW - Preparation of Architectural / Structural Drawings / Designs / Engineer Estimates & BOQs including detail supervision for Civil, MEP, of CPSP and PID&OHS at PUMHSW Consultant firms with vast experience may apply. Firms must submit original/attested documents along with their application to the Project Director office and upload on EPADS. Registration with PEC and Pakistan Council of Architects & Town Planners up to June 2026 is mandatory. Firms must possess relevant codes and disciplines for engineering works including Civil, Electrical, and Mechanical with specialization codes 1201 & 1204 and service codes 506, 510, 0531, 0532, 0536, 0537, 0538, 0543, 0544, 0545, 0546 & 0564. All proposed staff must be permanent employees with tax deduction certificates or verifiable evidence and endorsement of engineering staff with PEC. NTN registration and valid SRB registration with active taxpayer status and income tax returns for last 3 years are required. ISO 14001:2015 certification and valid legal entity certificates from SECP or Registrar of Firms are mandatory. Bidders must have at least 5 years of experience and provide details of similar completed works with cost and completion certificates. Details of equipment, design software, tools, and litigation status must be submitted. A non-judicial stamp paper of Rs. 200/- affidavit confirming no litigation and no blacklisting is required. Tenders must be submitted via EPADS by 17-11-2026 at 01:30 PM with all required documents and company profile. Technical proposals will be opened the same day at 02:00 PM. Bid security of Rs. 1,500,000.00 in shape of CD in favor of Security Deposit PUMHSW SBA must accompany the financial bid. Financial proposals of firms scoring 70% or above in technical evaluation will be opened later. Selection will be on quality and cost basis selection (QCBS) as per SPP Rules 2012. Procuring agency reserves the right to cancel any or all bids. A practical tip for bidders: Ensure all registration certificates, tax documents, and PEC endorsements are current and properly attested before submission to avoid disqualification.
