Consultancy Services for Architectural, Structural Designs and Supervision for CPSP & PID&OHS Construction at PUMHSW Shaheed Benazirabad

Peoples University of Medical & Health Sciences for Women Shaheed Benazirabad invites qualified consulting firms to submit proposals for consultancy services involving preparation of architectural and structural drawings, designs, engineer estimates, and BOQs including detailed supervision for the construction of the College of Physicians & Surgeons Pakistan at the Main Campus and Peoples Institute of Dental & Oral Health Sciences at the New Campus of PUMHSW in Nawabshah. Items being procured: - Preparation of architectural and structural drawings - Designs and engineer estimates - Bill of Quantities (BOQs) - Detailed supervision for Civil, Mechanical, Electrical, and Plumbing (MEP) works The consultancy includes soil investigation reports, topographic surveys, master planning, conceptual designs with 3D views, tender documents, and specifications. The consultant will also provide project management and supervision during construction, including review and amendment of drawings as needed without extra charges. Eligibility criteria require firms to be registered with Pakistan Council of Architecture and Town Planning (PCATP), Pakistan Engineering Council (PEC), Sindh Revenue Board (SRB), and active taxpayer status with NTN. Firms must have an average financial turnover of at least Rs. 20 million over the last three years, ISO 14001:2015 certification, and no blacklisting history. PEC specialization codes 1201 & 1204 and service codes 506, 510, 0531, 0532, 0536, 0537, 0538, 0543, 0544, 0545, 0546 & 0564 are mandatory. The consultancy fee is fixed at Rs. 47,714,400 inclusive of all applicable taxes. The design phase is expected to be completed within 2 months, and detailed supervision will continue for approximately 30 months until project completion. Bid security of Rs. 1,500,000 in the form of CDR or pay order is required with the financial proposal. Proposals must be submitted via the Sindh Public Procurement Regulatory Authority's EPADS portal by 17-11-2026 at 01:30 PM. Technical proposals will be opened the same day at 02:00 PM.
