Tender Description
Khyber Pakhtunkhwa Culture and Tourism Authority is inviting technical and financial proposals from experienced and reputable consulting firms for the preparation of technical feasibility studies for tourism projects in Swat Valley and Bannu. The process will be conducted through the e-PAK Acquisition and Disposal System (EPADS) in accordance with KPPRA rules 2014. This opportunity is ideal for consulting firms specializing in tourism, infrastructure, and feasibility analysis who are registered with FBR and SECP and have a proven track record in similar assignments.
Items being procured:
- Technical feasibility study of development of Hobbit Village at 270 kanals of land in Swat Valley, Khyber Pakhtunkhwa (Package-I)
- Technical feasibility study of theme park adjacent to Bannu Gul City, Bannu (Package-II)
The scope includes comprehensive technical, financial, and legal feasibility studies for both projects, requiring site visits, stakeholder engagement, and preparation of detailed reports as per the authority's requirements. Firms must be registered with FBR (NTN & KPRA STRN Certificate) and, if applicable, SECP. The selection will be based on Quality and Cost Based Selection (QCBS) through a single stage two envelope bidding procedure. Bidders must submit their proposals electronically via the EPADS platform by 5th October 2026 at 11:00 am. No hard copy submissions will be accepted. Pre-bid meetings are scheduled for 14th September 2026 (Swat) and 15th September 2026 (Bannu), both at 11:00 am. Bidders must submit a bid security of Rs. 1,000,000 in favor of the undersigned, and an affidavit on stamp paper attested by a notary public affirming that all information provided is correct.
