Courier Services for Education Testing Council ETC-HEC

The Higher Education Commission (HEC) Islamabad invites bids from eligible firms for the provision of nationwide courier services specifically for the Education Testing Council (ETC) test material, including sealed boxes and normal mails. Bidders must submit their bids via the PPRA EPADS portal along with a scanned copy of a Pay Order or Bank Draft for Rs. 300,000 in favor of the Director General (Finance), Higher Education Commission, Sector H-9, Islamabad. The deadline for online submission is Thursday, October 01, 2026, at 11:30 AM. The bids will be opened the same day at 12:00 PM at the HEC Auditorium Block, Sector H-9, Islamabad. Additionally, the original physical Bid Security of Rs. 300,000 in the form of Pay Order or Bank Draft must be submitted in person to the Central Procurement Cell (CPC), Basement, Executive Block, HEC, H-9, Islamabad by the same deadline and time. Failure to submit the original Bid Security on time and at the prescribed location will result in rejection of the bid. HEC reserves the right to accept or reject any or all bids at any stage in accordance with PPRA Rules 2004.
