Design, Supply, Installation, Testing, Commissioning and Maintenance of 1 MW Solar Photovoltaic Power System with 1 MWh Battery Energy Storage System at Pakistan Sports Complex Islamabad

Pakistan Sports Board Islamabad invites applications through EPADS from contracting firms registered with Pakistan Engineering Council (PEC) in relevant codes and categories for the design, financing, supply, installation, testing, commissioning, operation and maintenance of a 1 MW Solar Photovoltaic Power System with 1 MWh Battery Energy Storage System (BESS). The system will be installed using shed and carport structure at a 70:30 ratio at the Pakistan Sports Complex, Islamabad under a 15-year fixed-tariff Power Purchase Agreement (PPA) model. Items being procured: - 1 MW Solar Photovoltaic Power System - 1 MWh Battery Energy Storage System (BESS) - Shed and Carport Structure at 70:30 ratio The project involves comprehensive technical scope including system design, installation, and long-term operation and maintenance at the Pakistan Sports Complex site. Bidders must be PEC registered under category C-4 and provide an earnest money deposit of Rs. 6.000 Million. The bidding process follows a Single Stage Two Envelope method. A pre-bid meeting is scheduled for 30-10-2026 at 1100 hours in the Committee Room at Pakistan Sports Complex Islamabad. Bidding documents can be downloaded and uploaded via the EPADS portal at https://vendors.epads.gov.pk/login. Tender notices are also available on PSB's and PPRA's websites. Complete technical and financial proposals must be submitted through EPADS as per instructions. Manual submissions will not be entertained. Mandatory conditions include NTN and ATL registration, affidavit of non-blacklisting, submission of bid security in form of bank draft/pay order/CDR, and submission of one hard copy of technical proposal if uploaded on EPADS.
