Design, Supply and Installation of 132kV and 32kV Grid Stations with Transmission Lines in DG Khan, Khanewal, Layyah and Rahim Yar Khan

Multan Electric Power Company (MEPCO) invites bids for the design, supply, installation, testing and commissioning of multiple 132kV and 32kV grid stations along with associated transmission lines under the Electricity Distribution Efficiency Improvement Project (EDEIP). Khan New Transmission Line The scope includes high voltage substation equipment and transmission line installation with a required completion period of 12 months for each lot. Minimum average annual turnover requirements range from 14 to 17 million US$, with cash flow requirements between 2.3 to 2.8 million US$. Bidders must have experience in high voltage substations 110 kV or above under contracts as contractor, joint venture member or management contractor for at least five years starting 1st January 2021. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as per World Bank regulations. Bids must be submitted in sealed envelopes marked ORIGINAL BID and TECHNICAL PART by 11:00 Hrs on 23 September 2026 at the office of Chief Engineer (Development) PMU MEPCO, Multan. Late bids and electronic bidding are not permitted. Financial bids will remain sealed until the second public bid opening. Bid security in the form of a Bid-Securing Declaration is mandatory. Bidders can download bidding documents free of cost from www.mepco.com.pk. Clarifications and amendments will be communicated in writing. Documents can be collected free of cost or sent by courier for Rs. 2000/- domestic delivery or US$90 international delivery. A practical tip for bidders is to carefully prepare the technical bid to meet the detailed experience and financial criteria, and ensure timely submission in the prescribed format to avoid disqualification.
